The Committee has forwarded these strategies <br />to the Orange County Board of Commissioners with a request for <br />their implementation. <br />The implementation of these strategies, as per the Joint Planning <br />Agreement, would require text changes to the Joint Planning Area <br />Land Use Plan and Joint Planning Agreement. <br />The public consideration of these changes (amendments) and the <br />strategy document Conceptual Guidelines for the Rural Buffer is the <br />purpose for this public hearing. <br />Background <br />The Orange County Rural Character Study was initiated in 1987 as an <br />outgrowth of the County's preparation for an Open Space Plan and a <br />Rural Buffer Workshop held in June 1987 to consider strategies for <br />the conservation of rural lands. <br />In November 1987, the County Commissioners appointed a task force <br />of citizens from across the County, representing a broad range of <br />diverse backgrounds and interests. This task force, which soon <br />became known as the Rural Character Study Committee, contains <br />members of the development community and conservationists, farmers <br />and academia, urban representatives and rural residents. <br />The charge of the Rural Character Study Committee was to develop a <br />set of strategies designed to achieve four objectives: <br />- the preservation of agriculture <br />- the protection of natural resources <br />1 <br />
