y r ORANGE COUNTY PLANNING DEPARTMENT <br />306F REVERE ROAD <br />HILLSBOROUGH, NORTH CAROLINA 27278 <br />TO: MOSES CAREY <br />Chairman, County Commissioners <br />FROM: CLINT BURKLIN Cb105 <br />Chairman, Rural Character Study Committee <br />DATE: MAY 25, 1990 <br />RE: RECOMMENDATIONS OF THE RURAL CHARACTER STUDY <br />COMMITTEE FOR THE RURAL BUFFER <br />As you know, over the past eight months, the Rural Character <br />Study Committee has met with rural and urban residents, civic <br />groups and elected and advisory boards in attempting to draft <br />an Open Space /Rural Character strategy for the Rural Buffer, <br />as the primary focus of the Rural Character Study. <br />As previously discussed at Commissioners meetings in April <br />and May of this year, the RCSC has reached a consensus on a <br />recommended set of strategies, attached herewith. <br />These strategies can perhaps best be described as trying to <br />strike a "balance" between the often competing interests in <br />private property ownership and the preservation of natural <br />resources. The five development options included attempt to <br />address concerns of flexibility, environmentally - sensitive <br />design, and clusterin of development with o en s ace set- <br />asides. <br />The Committee feels strongly that the most equitable and <br />ultimately the most effective way to achieve the <br />aforementioned balance is through an incentive package - <br />rather than a set of restrictions that have more negative <br />connotations. The strategies represent tradeoffs in certain <br />areas in trying to be practical and pragmatic, but at the <br />same time do not compromise the goals and objectives of the <br />Rural Buffer as set out in the Joint Planning Area Land Use <br />Plan. The Committee feels that the tradeoffs and compromises <br />that have occurred in the consensus - building process have <br />been healthy, and are worthwhile tradeoffs in the overall <br />Picture. <br />Therefore, the RCSC respectfully presents these strategies to <br />the Board of Commissioners, to be considered along with <br />accompanying JPA Plan Amendments (LUP -4 -90) for public <br />hearing on June 27, 1990, as proposed. <br />
