The Conceptual Guidelines... have been presented twice <br />to Rural Buffer residents, and are presented at this <br />hearing for consideration by the boards of all three <br />jurisdictions of the Joint Planning Area. <br />In order to be implemented, the Conceptual <br />Guidelines... do require certain amendments to the <br />Joint Planning Area Land Use Plan text and <br />Joint Planning Agreement. These amendments are <br />integrally related to the Conceptual Guidelines.... , <br />and it is therefore prudent to consider these <br />amendments in conjunction with the strategy document. <br />RECOMMENDATION: The Town of Carrboro Planning staff recommends <br />approval of the Conceptual Guidelines document, with <br />two exceptions as noted in the attached staff report. <br />The Town of Chapel Hill Planning staff recommends the <br />the Conceptual Guidelines... be received by the Town <br />Council with conditional approval of the strategy <br />contained'within - with the exception of four specifi <br />sections as noted in the attached staff report. <br />Chapel hill staff also recommends that, following thi <br />public hearing, a Joint Work Group be established to <br />consider issues outlined in the staff report. It is <br />further recommended that this work group include one <br />representative each from OWASA and the Rural Characte <br />Study Committee. <br />Orange County staff recommends approval of the <br />Conceptual Guidelines—, with one exception as noted <br />in the attached staff report. <br />
