The Committee's goals in pursuing this <br />strategy are the preservation of agriculture, the <br />management of growth, and the protection of natural <br />and visual resources through environmentally - sensitive <br />site design. <br />The Committee has met with a number of rural residents <br />and civic groups in drafting and adopting the <br />Conceptual Guidelines for the Rural Buffer. These <br />Conceptual Guidelines... represent a policy guide for <br />land use development patterns and resource protection <br />methods in the Rural Buffer. <br />The Guidelines attempt to address the objectives of <br />the study by recommending five development options <br />that provide for resource protection and <br />environmentally - sensitive site design. At the same <br />time, the Guidelines seek to recognize decades of land <br />stewardship by rural residents as well as the private <br />property rights of individual landholders. <br />
