2 <br />4F <br />JOINT PLANNING AREA LAND USE PLAN <br />The proposed amendment to the Orange County - Chapel Hill - Carrboro <br />Joint Planning Area Land Use Plan is as follows: <br />1. LUP -4 -90 Rural Suffer Strategies <br />As stated in the previous section, the Rural Character Study <br />Committee's recommended strategy for the Rural Buffer - the <br />Conceptual Guidelines for the Rural Buffer - requires certain <br />accompanying amendments to the Joint Planning Area Land Use Plan. <br />The amendments are necessary to make the plan consistent with the <br />recommended strategy. <br />The amendment involve text changes to six sections of the plan. The <br />proposed amendments all'deal with one of the following issues: <br />1) The creation of "Rural Villages ", including a small -scale <br />commercial center designed to serve the village only. <br />2) The extension of water and sewer services into a <br />predefined corridor of the Rural Buffer for planned <br />Rural Villages ". <br />3) Development standards for lots in the Rural Buffer. <br />Currently, a minimum lot size of two acres is required. <br />The proposed standards would retain that standard as one <br />of five permitted development options,. adding others that <br />provide for expedited review and environmentally - <br />sensitive site design through clustered or planned <br />developments. <br />The proposed amendments would make the ,joint Planning Area Land Use <br />Plan consistent with the strategy outlined in the Conceptual <br />Guidelines for the Rural Buffer. No changes to the Joint Planning <br />Area Land Use Plan Map will be required. <br />JOINT PLANNING AGREEMENT <br />The proposed amendment to the Orange County - Chapel Hill - Carrboro <br />Joint, Planning Agreement would amend Article I, Section 1.2 (g) , <br />Definition of the Rural Buffer, to add language which refers to the <br />creation of five permitted development options with a range of lot <br />sizes and open space set - asides. Language would also be added to <br />qualify the prohibition on public water and sewer service extension <br />to allow an exception for extensions into a predefined service <br />corridor only for the development of planned "Rural Villages ". <br />
