i <br />11 <br />NOTICE OF PUBLIC HEARING <br />ON <br />PROPOSED REVISIONS TO THE <br />ORANGE COUNTY /CHAPEL HILL /CARRBORO <br />JOINT PLANNING LAND USE PLAN <br />AND JOINT PLANNING AGREEMENT <br />Pursuant to the requirements of the General Statutes of North <br />Carolina, Chapter 153A, Sections 240, 323 and 343; Article 20, <br />Sections 20.5 and 20.6, and Articles 2.2.12 and 2.2.13 of the <br />Orange County Zoning Ordinance; and Article 2 Section 2.4 of a <br />Joint Planning Agreement between Orange County and the Towns of <br />Chapel Hill and Carrboro;, notice is hereby given that a public <br />hearing will be held at Phillips Junior High School on Estes Drive <br />in Chapel Hill, N.C. on August 30, 1990 at 7:30 p.m. for the <br />purpose of giving all interested citizens an opportunity to speak <br />for or against the following items: <br />STRATEGY - CONCEPTUAL GUIDELINES FOR THE RURAL BUFFER <br />The Rural Character Study Committee, a group of 16 Orange <br />County citizens, has been charged with developing a strategy for <br />the preservation of the rural character of Orange County. The <br />Committee's goals in this effort were to develop strategies for the <br />County, with a primary focus on a program for the Rural Buffer <br />portion of the County. The Committee's objectives in this study are <br />the preservation of agriculture, the protection of natural and <br />visual resources, and the management of growth. <br />The Committee has met with a number of rural residents and civic <br />groups in drafting and adopting a document entitled Conceptual <br />Guidelines for the Rural Buffer. The Conceptual Guidelines <br />represent a policy guide for land use development patterns in the <br />Rural Buffer. <br />The Guidelines attempt to address the objectives of the study by <br />recommending five development options that help preserve <br />agriculture, protect natural and visual resources, and serve as a <br />growth management tool. At the same time, the Guidelines seek to <br />recognize decades of land stewardship by rural residents as well as <br />the private property rights of individual landowners. <br />The Conceptual Guidelines have been presented to Rural Buffer <br />residents, and they are presented at this public hearing for <br />general comment. The Guidelines in and of themselves do not require <br />official action, since they are a conceptual statement of <br />recommended policies. <br />To be implemented, however, the Conce tual Guidelines for the Rural <br />Buffer require certain amendments to the Joint Planninct Area Land <br />Use Plan, shown below as LUP -4 -90. <br />
