This question <br />played a signilicant role in the committee's strategies as <br />relating to growth management. <br />Throughout all of these deliberations, the Committee's <br />discussion was enhanced by lively and spirited ideas from <br />rural buffer residents in any of several meetings. Ideas and <br />suggestions were also suggested from such diverse groups as <br />environmentalists, developers and academia. <br />In hearing the concerns of the rural buffer residents <br />includingg those on the Committee) the task force decided <br />hat a fifth unstated goal of the study should include <br />finding a way to achieve the aforementioned goals while at <br />the same time providing flexibility for rural residents who <br />had no desire to carve their entire tract into two -acre <br />building ots. One finds this flexibility question in the <br />heart oT this strategy, and the Committee feels fortunate <br />that it has found a workable compromise that -provides <br />flexibility while not compromising the intent of the buffer. <br />The allowance of current permitted uses, the provision of up <br />to 2 1 -acre lots to keep "famil - type" _developments from <br />becoming lar a -scale ones, an c7 incentives for large -lot <br />are ways tha? flexibility is provided in this package. (Univ <br />Lake has special regs for water quality goals <br />The Five Development o tions <br />As stated earlier, the New Hope basin of the rural buffer is <br />currently a 20- square mile area in which is permitted only <br />single- family residential lots of two acres or more, with <br />institutional uses such a churches and schools being <br />generally the only other permitted uses. <br />In coming u with development options for the rural buffer, <br />the Committee felt strongly that each option (with one <br />exception) should be permitted by right, since all achieve <br />the goals of the buffer in one manner or another. The <br />Committee considered a veritable plethora of different <br />development concepts before deciding on the five options to <br />be presented tonight. In general, all o1 these options have <br />the following in common. <br />All use voluntary conservation encouraged throw h openspace <br />set - asides and conservation easements in large -lots. <br />
