Conceptual Guidelines <br />strategy, 2. Joint Plan amendments and 3. Joint Agreement <br />amendment) are so integrally related to each other that holding <br />individual hearings on each item would be repetitious. Therefore, <br />the three staffs recommend that all three be considered together <br />under the following presentation and single hearing.
