Orange Water and Sewer Authority <br />Joint Public Hearing Comments <br />August 30, 1990 <br />Page 3 <br />community systems, then we need for you to tell us that; <br />and, we would then need a more direct front -end role in the <br />proper site selection, design, and installation of systems <br />that we may be called upon to operate. <br />It's clear that these issues require more discussion than any of <br />us can give them tonight. It may be premature to amend the Joint <br />Planning Agreement and Joint Planning Area Land Use Plan until <br />such discussion and clarification can take place. <br />We need a clear answer regarding what role, if any, you expect <br />OWASA to play regarding water and sewer service in the Rural <br />Buffer. If we may expect a request for service from you, OWASA <br />must begin now to develop our response through feasibility <br />studies, resource assessment, and policy re- evaluation. <br />On behalf of the Board, I want to reaffirm OWASA's commitment to <br />be guided by the land management plans of Carrboro, Chapel Hill, <br />and Orange County. But, I also want to remind you of our <br />commitment to making economically sound and technically reliable <br />utility management decisions on behalf of our customers. It's <br />not always easy to fulfill both commitments at the same time, but <br />we'll continue to try. <br />Should you proceed with the Town of Chapel Hill's recommendation <br />for a joint work group of local officials to further refine these <br />issues, OWASA will appreciate the opportunity to participate. <br />Thank you very much. <br />
