Herring, Chairman <br />Board of Directors <br />Good evening. My name is Lois Herring. I chair the Orange Water <br />and Sewer Authority Board of Directors, and am speaking tonight <br />on its behalf. <br />OWASA congratulates the Rural Character Study Committee for its <br />tireless work to build a consensus around a challenging set of <br />issues. We especially commend the Committee's educational <br />efforts of the past year to reach out and touch so many members <br />of the County's rural community. <br />OWASA's comments tonight do not address the issues of <br />agricultural, natural, or visual resource protection that <br />received much of the Committee's attention. Our comments are <br />directed at the water and sewer aspects of the proposed <br />amendments. <br />In short, OWASA believes that the recommendations for limited <br />extensions of public water and sewer service into portions of the <br />Rural Buffer may not be possible to implement. We think that <br />these issues should receive substantially more technical and <br />policy consideration before the Joint Planning documents are <br />amended. <br />The OWASA Board raises a number of questions that should probably <br />be addressed in further discussions by the Towns and County: <br />An Equal Opportunity Employer <br />
