The number of <br />efficiency units may increase due to the relaxation of <br />restrictions. To account for the traffic impacts of <br />additional residences, it is proposed that efficiency <br />apartments and duplexes be considered in determining the <br />appropriate classification for a private road. <br />An efficiency apartment expected to create about half of <br />the traffic generated by a single - family residence. A <br />duplex is expected to generate about the same amount of <br />traffic as a single- family residence. <br />It is proposed that a parcel containing an efficiency <br />apartment count as 1.5 lots, and a parcel with a a duplex <br />as two lots when determining the appropriate private road <br />classification. <br />It is also proposed that the requirement that Class A <br />private roads for minor subdivisions be approved by the <br />Board of Commissioners be deleted, as this has not been the <br />practice, and it is inconsistent with the current policy of <br />Procedural simplification. <br />RECOMMENDATION: The Planning Department recommends approval of the <br />proposed amendment. <br />
