�1 <br />102 <br />At its August 6, 1990 meeting, the Board of <br />Commissioners approved the addition of the proposed <br />road name change to the August 30, 1990 public hearing <br />agenda. "Old Chapel Hill Drive" was advertised instead <br />of "Old Chapel Hill way ". A "way" generally refers to a <br />dead -end street under 1,000 feet, whereas a "drive" is <br />a winding, curvilinear street longer than 1,000 feet <br />that connect with or continues through to other <br />streets. The petitioners for the name change indicated <br />that either designation would be satisfactory. <br />On July 7, 1990, Ms. Linda Convissor, representing the <br />Cross - County Communities Association, corresponded with <br />Commissioner willhoit, indicating that the group <br />opposed the re- naming of the road. <br />RECOMMENDATION: The Planning Staff recommends that Old N.C. Highway 86 <br />not be re -named to Old Chapel Hill Drive. <br />The reasons for this recommendation are as follows: <br />1. Although the N.C. Department of Transportation has <br />expressed no opposition to the name change, and the <br />change would not affect the number (S.R. 1009) of <br />the road, there are two roads with similar names. <br />There is one Old Chapel Hill Road just across the <br />county line in Durham County which is an extension <br />of Durham Road from Chapel Hill. Another Old Chapel <br />Hill Road is located on the western boundary of <br />Orange County, extending off Mebane Oaks Road into <br />Alamance County. <br />2. At its August 6, 1979 meeting, the Board of <br />Commissioners established a Road Naming Advisory <br />Committee and endorsed policies and procedures for <br />road naming. Among those policies were: <br />a. There shall be no duplication of road names among <br />governmental jurisdictions; and <br />b. Road names which are similar in sound shall be <br />avoided. <br />3. At its April 8, 1980 meeting, the Board of <br />Commissioners approved the road names submitted by <br />the Advisory Committee for Orange Rural Fire <br />District, including Old N.C. 86 from Orange Grove <br />Road to Dairyland Road. <br />The Planning Staff feels that changing the name would <br />lead to confusion on the part of residents, visitors, <br />and emergency services personnel, since the name has <br />been in existence for 10 years, and it duplicates <br />others in adjoining jurisdictions. <br />
