2� <br />3 <br />public hearing was held in Hillsborough on March <br />30, 1988 with 90 citizens in attendance. The <br />Outer Loop (Northern Freeway) was the focal point <br />of comments and unanimously opposed by residents <br />of Hideaway Estates, Trinkus Manor, Hills of New <br />Hope, and Pleasant Green Road. They cited <br />disruption of their communities, adverse <br />environmental impacts, violation of the <br />Rural Buffer concept, and lowered property values <br />as their main concerns. The Draft Plan was <br />revised and presented again to the County <br />Commissioners on May 1, 1989. Extreme <br />displeasure was expressed by the Commissioners <br />because the Outer Loop was still depicted on the <br />plan. <br />The Outer Loop was a topic for comment at a <br />public hearing held by the Durham County <br />Commissioners on March 21, 1990. Following <br />public comment, the Durham County Commissioners <br />adopted a unanimous resolution opposing <br />construction of the Outer Loop through northern <br />Durham County. <br />In June 1988, NCDOT prepared a draft sketch plan <br />for the rural portions of the County's road <br />system. The plan lacked the specificity desired <br />by the County and the consulting firm of Kimley- <br />Horn and Associates in Raleigh was hired to <br />assist the Transportation Advisory Subcommittee <br />(TAS) in developing a County - specific road <br />classification system for the portions of the <br />County not covered by an urban thoroughfare plan. <br />The classification system developed by Kimley - <br />Horn was coordinated with NCDOT to ensure <br />acceptance and proper match -up at the boundaries <br />of the urban plans. <br />The TAS considered this item on June 6, 1990 <br />(minutes an attachment on pages ) and <br />recommended the following: <br />1) Adoption of the Orange County specific road <br />classification as developed by the TAS and <br />consultant and coordinated with NCDOT. <br />2) Withhold approval of the Hillsborough <br />Thoroughfare Plan until a meeting($) between <br />the Hillsborough Town Council and Orange <br />County Commissioners can be scheduled to <br />address: <br />a) the proposed Hillsborough "Loop" system <br />and interchange modifications in the <br />
