-1 <br />DRAFT 7 -10 -90 PB Minutes <br />2 <br />Bell continued that this amendment introduces <br />more specificity in terms of road classifications <br />and defining the system of collector and <br />subcollector roads for incorporation into the <br />Land Use Element of the Comprehensive Plan. <br />The TAS recommended approval of the amendment on <br />June 6 and the Planning Staff concurred with that <br />recommendation. <br />Best asked if the tables with the Comparison of <br />Classifications would be included in the Land Use <br />Plan and Bell indicated it would be included. <br />Best continued that this would indicate changes <br />as they occurred in the Hillsborough and DCHC <br />Thoroughfare Plan and keep the County <br />Thoroughfare Plan aware of these changes. Bell <br />agreed that was the intent. <br />MOTION: Cantrell moved approval of the amendment. <br />Seconded by Boland. <br />VOTE: Unanimous. <br />(2) Orange County Thoroughfare Plan <br />10 Presentation by Gene Bell. <br />This item is to consider the proposed Orange <br />County Thoroughfare Plan. The existing <br />Hillsborough Thoroughfare Plan and applicable <br />portions of the proposed thoroughfare plans for <br />the Durham - Chapel Hill - Carrboro Urban Area and <br />Alamance County Urban Area have been merged with <br />a County - specific road classification system for <br />the rural areas of the County. <br />A plan was developed and adopted by the Town <br />of Hillsborough and State Board of <br />Transportation. In that a substantial portion of <br />the area encompassed by the plan was in County <br />planning jurisdiction, the County was asked to <br />adopt the plan too. <br />The County declined to adopt the plan, citing a <br />desire to see a coordinated plan for the entire <br />County. At that time, the Durham - Chapel Hill - <br />Carrboro (DCHC) Thoroughfare Plan was in the <br />formative stages and NCDOT had been requested to <br />provide assistance to Orange County in developing <br />a plan for the rural areas of the County. <br />In the spring of 1988 the Draft DCHC Plan went <br />through the first round of public hearings.
