3 <br />` 3) Approval of the DCHC Plan conditioned upon removal <br />of the Orange County portion of the Outer Loop and <br />classification of Bethel- Hickory Grove Church Road <br />as an urban minor thoroughfare to promote <br />consistency at the plan boundary. <br />4) Approval of the Alamance County Urban Area Plan <br />contingent upon a re- assessment of the need for <br />the Mattress Factory Road interchange. <br />5) No further action on the Draft NCDOT Thoroughfare <br />Plan until the Hillsborough /Orange County issues <br />have been resolved and the Draft plan has received <br />a more thorough review by the TAS including such <br />items as comments by TAS member Wendy Olson <br />regarding pedestrian and bicyclist safety on <br />bridges. <br />RECOMMENDATION: The Administration recommends approval per the <br />recommendation of the Planning Board. <br />DK9:CCTPLAN.DOC <br />
