In the spring of 1988 the Draft DCHC Plan went through <br />the first round of public hearings. A public hearing <br />was held in Hillsborough on March 30, 1988 with 90 <br />citizens in attendance. The Outer Loop (Northern <br />Freeway) was the focal point of comments and <br />unanimously opposed by residents of Hideaway Estates, <br />Trinkus Manor, Hills of New Hope, and Pleasant Green <br />Road. They cited disruption of their communities, <br />adverse environmental impacts, violation of the Rural <br />Buffer concept, and lowered property values as their <br />main concerns. The Draft Plan was revised and <br />presented again to the County Commissioners on May 1, <br />1989. Extreme displeasure was expressed by the <br />Commissioners because the Outer Loop was still <br />depicted on the plan. <br />The Outer Loop was a topic for comment at a public <br />hearing held by the Durham County Commissioners on <br />March 21, 1990. Following public comment, the Durham <br />County Commissioners adopted a unanimous resolution <br />opposing construction of the Outer Loop through <br />northern Durham County. <br />In June 1988, NCDOT prepared a draft sketch plan for <br />the rural portions of the County's road system. The <br />plan lacked the specificity desired by the County and <br />the consulting firm of Kimley -Horn and Associates in <br />Raleigh was hired to assist the Transportation <br />Advisory Subcommittee (TAS) in developing a County - <br />specific road classification system for the portions <br />of the County not covered by an urban thoroughfare <br />plan. The classification system developed by Kimley- <br />Horn was coordinated with NCDOT to ensure acceptance <br />and proper match -up at the boundaries of the urban <br />plans. <br />The Planning Board considered this item on July 10, <br />1990 and recommended the following: <br />1) Adoption of the Orange County - specific road <br />classification as developed by the TAS and <br />consultant and coordinated with NCDOT. <br />2) Withhold approval of the Hillsborough Thoroughfare <br />Plan until a meeting(s) between the Hillsborough <br />Town Council and Orange County Commissioners can <br />be scheduled to address: <br />a) the proposed Hillsborough "Loop" system and <br />interchange modifications in the Efland area; <br />b) Elizabeth Brady road extension and bridge; <br />C) in -town traffic patterns in Hillsboroughiand <br />d) Davis Road <br />
