r <br />(a) Within twelve months from the adoption of this <br />ordinance and whenever necessary thereafter, Orange Count <br />shall first y <br />publish a notice seeking applications for <br />franchises in a newspaper of general circulation ou throu h <br />the United States and in a newspaper of general throughout <br />circulation <br />throughout Orange County. This notice shall be published a <br />least once a t <br />week for four (4) consecutive weeks. This <br />notice shall contain the name of the county, the name and <br />address of the issuing board, the name and address of a <br />representative of the county who can answer inquiries about <br />the county, in brief the <br />proposed terms of each franchise <br />advertised which terms shall be a minimum requirement for <br />issuance of a franchise, and the date on which the <br />applications for issuance of a franchise will be opened <br />which date shall be at least forty -five (45) days after fir , <br />publication of notice. The st <br />county shall have available upon <br />request, from and after the date of the first publication of <br />the notice seeking applications, a detailed statement of <br />minimum requirements which must be met for issuance the <br />franchise advertised of each <br />and notice of this fact shall be <br />published as part of the above notice. <br />(b) On the date specified in the notice for the <br />opening of applications all applications received will be <br />opened and placed on file in the office of the clerk to <br />board of commissioners for ten (10) consecutive calendar he <br />where the ar days <br />y will be open for public inspection during normal <br />q <br />
