5 <br />1 various local governments join in promoting the region as a location for <br />2 such major sporting activities, and <br />3 WHEREAS, the Orange County Board of Commissioners wishes to join <br />4 with other local governments in the Triangle area in the promotion of <br />5 the area as a location for such large scale sporting events. <br />6 NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of <br />7 Commissioners endorses the concept of joining with other local <br />8 governments in the region to create a regional sports authority in <br />sions of Part 3 of Article 20, Chapter 160A of <br />9 accordance with the provi <br />10 the North Carolina General Statutes. <br />11 NOW, THEREFORE, BE IT FURTHER RESOLVED that a financing mechanism of the <br />12 be explored that i n use <br />will impact only on the <br />13 sports facility any property direct beneficiaries tax, sales tax, revenue <br />14 inventory or intangible tax. <br />15 VOTE: UNANIMOUS <br />16 <br />17 IX. REPORTS <br />18 <br />19 A. STATUS OF COIINTY -WIDE SCHOOL. DISTRICT TAX <br />20 Chairman Carey explained that this item has been pending for <br />1 some time and the time frame for making a decision for putting this on <br />22 the November ballot is early September. The district tax has been <br />23 discussed as a possible way to achieve equal funding of the two school <br />24 systems. Chapel Hill- Carrboro schools have been assured that equal <br />25 funding will not adversely affect their school system. He asked that <br />26 the Board consider putting this on the agenda for September 4 for <br />27 decision and at that time ask the two school systems to make comments. <br />28 Commissioner Willhoit feels there is not enough time to <br />29 promote this tax. The County currently has a countywide district tax <br />30 of 34.9% for current operating expense and another four cents goes to <br />31 current capital def ine plus <br />between designated <br />and, November tax. <br />how H this tax questions t <br />wou d he <br />32 County c <br />33 managed. <br />34 <br />35 Commissioner Marshall feels that there would be a favorable <br />36 vote which would allow the schools and the county to move more directly <br />37 toward their educational goals. <br />38 Commissioner Halkiotis illustrated the importance of <br />39 education in the northern end of the County.
