1 <br />2 <br />3 <br />MINUTES <br />4 <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />5 <br />SPECIAL MEETING <br />6 <br />AUGUST 21, 1990 <br />7 <br />8 <br />9 <br />10 <br />The orange County Board of Commissioners met in Special Session <br />at 5 :45 <br />11 <br />p.m. on August 21, 1990 in the Courtroom of the old Post Office <br />in Chapel Hill for the <br />12 <br />purpose of holding a work session to discuss the <br />proposed Government Service Building. <br />13 <br />14 <br />15 <br />BOARD MEMBERS PRESENT: Chairman Moses Carey, Jr., arid <br />Commissioners Stephen Halkiotis, John Hartwell, <br />16 <br />Shirley Marshall and Don <br />Willhoit. <br />17 <br />18 <br />STAFF PRESENT: County Manager John M. Link, Jr., Clerk to the <br />Board Beverly A. Blythe, Register <br />19 <br />of Deeds Betty June Hayes, Purchasing <br />Director Pam Jones and Budget Manager Rod Visser. <br />20 <br />21 <br />22 <br />Discussion ensued on the different scenarios as presented by the <br />architects for the <br />23 <br />proposed Government Service Building. <br />24 <br />25 <br />It was decided that the large meeting room would not be pursued <br />at this time. Instead there <br />26 <br />will be one or two smaller meeting rooms <br />with the remainder of the square footage distributed to the offices <br />27 <br />28 <br />scheduled for that building. The architects will review the renovation <br />29 <br />costs of the Tax and Records Building in an effort to decrease the <br />projected cost. - <br />30 <br />31 <br />32 <br />The benches in the Old Courthouse will be looked at in an effort <br />to make the seating more <br />33 <br />comfortable. <br />34 <br />35 <br />The Board indicated a decision needs to be made about includin <br />36 <br />a meeting room in the proposed southern human services building and i <br />the <br />37 <br />County plans to continue holding one meeting a month in Chapel Hill. <br />38 <br />39 <br />The architects presented several ideas for parking for the ne <br />building as well increased <br />as parking for all the buildings in thi <br />40 <br />41 <br />area. It was the consensus of the Board that some type of a parkin <br />deck should be <br />42 <br />explored. John Link advised the Board that th <br />Hillsborough Chamber of Commerce would like for the and <br />43 <br />County the Tow <br />of Hillsborough to meet and discuss parking initiatives. <br />44 <br />45 <br />46 <br />Pam Jones briefly outlined the plans for the space in the <br />existing Court Street Annex. The offices in the <br />47 <br />Sawyer Building would <br />be relocated to this building as well as provisions made for a business <br />48 <br />education center.
