11. <br />AGRICULTURAL DISTRICTS ADVISORY BOARD <br />CHARGE <br />The Agricultural Districts Advisory Board is to develop a <br />proposal for a Purchase of Development Rights (PDR) Program <br />to help insure the preservation of farmland in Orange County. <br />In achieving this goal, the Advisory Board is to be guided by <br />the following plan of action: <br />1. Investigate procedures used by counties that have <br />implemented PDR (September 1990). <br />2. Address special concerns associated with the <br />implementation of PDR such as watershed protection, <br />rural character, and natural areas preservation (October <br />1990). <br />3. Outline criteria for those who are to participate in <br />PDR. This will include priority for selection, funding <br />sources, and rank (October 1990). <br />4. Outline all legislative requirements, including local <br />ordinances and special considerations for PDR (November <br />1990). <br />5. Develop proposal for implementation, administration, and <br />monitoring of PDR (November 1990). <br />5. Present proposal for implementation of PDR at Board of <br />Commissioners Retreat (December 1990). <br />
