In <br />January, 1990, at the annual Department Head Retreat, a <br />general plan of action was developed by which to <br />implement the goal. The Commissioners approved the <br />final list of goals and implementing actions, including <br />the PDR proposal, at its February 20, 1990 meeting. <br />In May, 1990, representatives of the Soil Conservation <br />Service, Agricultural Extension Service, Agricultural <br />Stabilization & Conservation Service, and Planning & <br />Inspections Department began meeting to discuss various <br />ways of involving Orange County citizens in developing <br />the PDR proposal. A Study Committee of 10 members was <br />suggested, comprised principally of persons with <br />agricultural, development, and conservation interests. <br />Following the meeting, the Planning Director was <br />contacted by Mrs. Elizabeth Walters, Chair of the <br />Agricultural Districts Advisory Board. Mrs. Walters was <br />among the citizens recommended for the PDR Study <br />Committee and suggested that the Advisory Board be used <br />to develop a proposal rather than creating an entirely <br />new committee. <br />Chapter 106, Article 61, of the N.C.
