K <br />5 <br />b. Traffic Impact Study <br />(1) Article 13 - Zoning Ordinance <br />(2) Section IV - Subdivision Regulations <br />Presentation by Gene Bell. <br />The requirements for a Traffic Impact Study <br />(TIS) were adopted into the Zoning Ordinance and <br />Subdivision Regulations in February of 1988. <br />Basically, the ordinances require that a TIS be <br />conducted for any zoning changes, special use <br />permits,' or site plans that would generate <br />traffic in excess of 800 trips per day. To date, <br />.no developments generating 800 trips per day have <br />been proposed and a TIS has never been done. <br />When the TIS requirements were adopted, it was <br />the intent that they be reviewed by a consultant <br />for fine- tuning. This was done by Kimley -Horn <br />working with the TAS. <br />The most substantive changes are: <br />1) The inclusion of 100 trips during the AM or <br />PM peak -hour of highway traffic as a <br />threshold for requiring a TIS; <br />2) using level of service D as the measure of <br />deficiency in urban or developed areas; and <br />3) adding Table 13.11 Typical Thresholds for <br />Required Preparation of Traffic Impact Study, <br />to the Zoning Ordinance. <br />At the public hearing, Pat Davis spoke on <br />behalf of the EDC expressing a list of concerns. <br />Marvin Collins, Planning Director, will <br />address those concerns. <br />The TAS recommended approval of the proposed <br />amendments including clarification as to the <br />intent of the thresholds listed in Table 13.1 <br />and further work with the consultant to define a <br />more acceptable methodology for defining study <br />area boundaries. <br />Marvin Collins made a presentation of a <br />memorandum addressing each of the concerns as <br />stated by Pat Davis at the public hearing. <br />(A copy of this memo is an attachment to these <br />minutes on pages •) <br />
