DRAFT 7 -10 -90 PB "linutes <br />MOTION: <br />VOTE: <br />C7 <br />b) <br />Efland area; <br />Elizabeth Brady Road extension and <br />bridge; and <br />4 <br />c) in -town traffic patterns in Hillsborough. <br />3) Approval of the DCHC Plan conditioned upon <br />removal of the Orange County portion of the <br />Outer Loop and classification of Bethel - <br />Hickory Grove Church Road as an urban minor <br />thoroughfare to promote consistency at the <br />plan boundary. <br />4) Approval of the Alamance County portion once <br />a reassessment of the need for the Mattress <br />Factory Road Interchange is done. <br />The Planning Staff concurs with the TAS <br />recommendation and further recommends no action <br />be taken on the Draft NCDOT Thoroughfare Plan <br />until the issues identified have been resolved <br />and the Draft Plan has received a more thorough <br />review by the TAS. This would include <br />consideration of items such as the comments by <br />Wendy Olson that there was nothing in the <br />specifications that suggested there was any area <br />for pedestrians or bicyclists to safely cross <br />bridges. A copy of the suggested bridge <br />standards from Ms. Olson is attached to these <br />minutes on pages <br />Best noted the concerns with the Hillsborough <br />Thoroughfare Plan and the lack of Best Management <br />Practices (BMP's) around the Efland Interchange. <br />The request made previously by the Planning Board <br />of NCDOT that walkways be left open under I -85 <br />connecting West 10 Road <br />and Ben Johnson Road is an issue that the TAS <br />will also be discussing with the Town of <br />Hillsborough, <br />Reid moved approval as recommended by the TAS and <br />Planning Staff. Seconded by Eddleman. <br />Unanimous. <br />Beth McIver, liaison between EDC and the Planning <br />Staff spoke to clarify comments by Ted Abernathy, <br />EDC Director regarding the flexibility of study <br />area definition in Prince George's County, <br />Maryland. Mr. Abernathy said that while the <br />study area is flexible, it is, by far, the most <br />controversial part of the legislation. <br />?.3 <br />
