I <br />A subdivision containing 80 or more dwelling <br />units or which generates traffic in excess of <br />800 trips /day or 100 trips during the AM or <br />PM Reak- hour__of highway traffic, may be <br />exempted for the requirement to prepare and <br />submit a traffic impact study if, as part of <br />sketch plan review for the subdivision, --A <br />traffic impact_ study has previously been <br />re ared for this garticular ro ect or <br />develo went and there is to be no change in <br />land use or densit that would increase travel <br />and no change in access to the external street <br />system. [material is submitted to demonstrate <br />that traffic created-by the subdivision when <br />added to existing traffic will not result in a <br />need for transportation improvements.] <br />Planning Department Staff will review material <br />submitted in support of an exemption and will <br />determine from that material whether or not to <br />grant the exemption. If an exemption is <br />granted, documentation of the exemption will <br />be submitted as part of the staff <br />recommendation on the preliminary plan. <br />(The proposed amendments incorporate a peak - <br />hour threshold for developments that generate <br />a high proportion of their trips during the <br />peak hour and identify criteria under which a <br />proposed development may be exempted from TIS <br />requirements). <br />Orange County may require any subdivision <br />approval application to be accompanied by a <br />traffic impact study when a road capacity or <br />safety,issue exists. If one is required, the <br />County will notify the applicant of the reason <br />for the requirement. <br />*IV- B- 3 --e -3.
