13 <br />1 <br />*IV- B -3 -e. Traffic Impact Study - A traffic impact study <br />shall be required of subdivisions as defined <br />in Section IV- B- 3 -e -3. The study will enable <br />Orange County to assess the impact of a <br />proposed subdivision on the highway system <br />when that system is at or near capacity or a <br />*Amended safety problem exists. Its purpose is to <br />2 -1 -88 insure that proposed developments do not <br />adversely affect the highway network and to <br />identify any traffic problems associated with <br />access from the site to the existing <br />transportation network. The purpose of the <br />study is also to identify solutions to <br />potential problems and to present improvements <br />to be incorporated into the proposed <br />development. <br />*IV- B- 3 -e -1. Conduct - A traffic impact study shall be <br />prepared by a qualified professional traffic <br />*Amended engineer and /or certified transportation <br />2 -1 -88 planner with previous traffic study <br />experience. The procedures and standards for <br />the traffic impact study are set forth in <br />Section IV- B -3 -e -3 of this Ordinance. <br />Prior to the vrevaration of the traffic impact <br />study, a scoRiM-meeting shall be held <br />including the planning staff, the applicant, <br />and the preparer of the study. The discussion <br />at this meeting should set the study_ <br />arameters including the-study area lanned <br />and committed roadway improvements (by NCDOT <br />or others road links and intersections to be <br />analyz,ed,_vreliminary traffic distribution, <br />other planned developments to be considered <br />traffic growth rate, available data, periods <br />for which analysis is to be performed, and <br />other staff concerns. The qualifications of <br />the vrevarer may be discussed at or vrior to <br />this meetin <br />(The proposed amendments clarify the <br />qualifications of the professional performing <br />the TIS and establish the need for a pre -TIS <br />conference). <br />*IV- B- 3 --e -2. Applicability - Except as described below a <br />traffic impact study shall be required for all <br />*Amended subdivisions containing 80 or more dwelling <br />2 -1 -88 units or where the estimated traffic generated <br />by the subdivision exceeds 800 trips /day 2-r- <br />100 trips_during_ the AM or PM peak -hour of <br />highway traffic. <br />[] = delete text <br />bold underline = add text <br />
