�A <br />Special Use Permit: estimated traffic generated by <br />the permit exceeds 800 trips /day or 100 tri s during the <br />AM or PM peak-hour of highway traffic. <br />Site Plan: estimated traffic generated by the development <br />exceeds 800 trips /day or 100 trigs during the AM or PM <br />peak-hour of highway traffic. <br />(The proposed amendments incorporate a peak -hour threshold <br />to cover uses that generate a high proportion of their trips <br />during the peak hour). <br />zoning changes, special use permits, or site plans that <br />produce more than 800 trips per day or 100 tri s during the AM <br />or PM eak -hour of highway traffic may be exempted from the <br />requirements to prepare and submit a traffic impact study if <br />a traffic im act study has Rreviously been Rre2ared for this <br />articular groject or develo ment and there is to be no chap e <br />in land use or density that would increase travel and no <br />change in access to the external street systems [material is <br />submitted to demonstrate that traffic created by the proposal <br />when adding to existing traffic will not result in a need for <br />transportation improvements.] Planning Department staff will <br />review material submitted in support of an exemption and will <br />determine from that material whether or not to grant the <br />exemption. If an exemption is granted, documentation of the <br />exemption will be submitted as part of the staff recommendation <br />(The proposed amendment identifies criteria under which a <br />proposed development may be exempted from TIS requirements). <br />Orange County may require any zoning change, special use permit, <br />or site plan application to be accompanied by a traffic impact <br />study when a road capacity or safety issue exists. If one is <br />required, the County will notify the applicant of the reason for <br />the requirement. <br />If the Rroject is reviewed as a Planned Develo meat only one <br />traffic im act study is required for the zoning change changex s ecial <br />use Rermidtand site Rlan apRroval unless revisions are prOROsed <br />that would increase traffic or change access. <br />13.4 General Requirements and Standards <br />The traffic impact study shall contain the following <br />information: <br />a) General Site Descri tion <br />The site description shall include the size, location, <br />proposed land uses, number of units and gross s uare <br />footage by land use existing land use and zoning, <br />construction staging and completion date of the proposed <br />land development to the extent known or able to be <br />[] = delete text <br />bold underline = add text <br />
