z <br />Transportation Plan. Accordingly, review of the TIS <br />was incorporated into the scope of services to be <br />provided by kimley- -Horn. <br />Amendments proposed to the TIS requirements deal <br />primarily with clarification. However, there are some <br />changes of a substantive nature, most notably: <br />1) The inclusion of 100 trips during the AM or PM <br />peak -hour of highway traffic as a threshold for <br />requiring a TIS; <br />2) using level of service D as the measure of <br />deficiency in urban or developed areas; and <br />3) adding Table 13.1, Typical Thresholds for <br />Required Preparation of a Traffic Impact Study, <br />to the Zoning ordinance. <br />The Planning Board considered this item on July 10, <br />1990 and recommended approval of the proposed <br />amendments with the following changes: <br />1) Delete AM and PM peak hours; <br />2) Change the trip generation chart to reflect the <br />actual trips generated; <br />3) Maintain the general exemption under Section 13.3 <br />of the existing ordinance; and <br />4) Underline the word may in Article 13.5.c.2. <br />RECOMMENDATION: The Administration recommends approval of the proposed <br />amendments per the Planning Board recommendation with <br />two exceptions: <br />1) Elimination of rezoning as a situation where a <br />a TIS may be required since this issue is already <br />addressed at the site plan approval stage; and <br />2) Elimination of proposed Table 13.1. <br />DK9:CCTIS.DOC <br />
