The Transportation Advisory Subcommittee (TAS) working <br />with the consulting firm of Kimley -Horn used the <br />above information in conjunction with the existing <br />classification system and NCDOT recommendations to <br />define the following County- specific classifications: <br />Principal Arterial <br />Minor Arterial <br />Collector <br />Major Local <br />Minor Local <br />The classifications were then applied to the rural <br />road network. For areas of County jurisdiction <br />inside the urban thoroughfare plan boundaries, a <br />comparison with the urban classifications was done and <br />recommendations based upon the County - specific <br />classifications were made. <br />Also included in developing a County - specific road <br />classification was defining, and analyzing the <br />adequacy of, a system of Collector and Subcollector <br />roads. Collector roads were identified in the <br />functional classification system. Subcollectors were <br />deemed to be the Major Local roads. Kimley -Horn <br />determined that the existing Collector /Subcollector <br />system was adequate to serve expected development and <br />densities as projected in the Land Use Element of the <br />Comprehensive Plan. They did however, identify seven <br />large blocks of rural land (2,800 to 3,000 acres) in <br />Bingham and Cedar Grove Townships where additional <br />through -road construction may be needed in the future <br />depending upon the intensity of development. <br />The Planning Board considered this item on July 10, <br />1990 and recommended approval of the proposed <br />amendment. <br />RECOMMENDATION: The Administration recommends approval of the proposed <br />amendment to Section 2.6 of the Land Use Element. <br />DK9:CCSEC2 -6.DOC <br />
