Agency shall not withhold any program income as an offset to <br />COG reimbursement. Program income shall be used in the same <br />year it is received to provide addi:�ional services. Upon <br />complation of yhe work, including t .a receipt of any final <br />written submission of the Agency, COG shall pav the Agency a <br />sum ecrual zo one hundred percent ( 100 � ) of the compensation <br />to be oaij under this contract, less the total of all <br />previous payments made. <br />9. Collection of R- 7quired Matching Resources. Recognizing its <br />obligation to provide matching resources under this <br />agreement, the Agency hereby agrees to secure and contribute <br />to the project the required local matching resources, where <br />applicable. minimum local :Hatching requirements, based upon <br />net zero; act costs are as follows: <br />-- Title 1II -3, C, D 1096 <br />- Title III -D State Supplement 10% <br />- Social Services Block Grant - Respite 12.5% <br />Net Project costs shall mean total Project costs less any <br />USDA funds in Project's program income to be received. The <br />COG will not be obligated to make any payments (as required <br />by paragraph 5(a)) until the Agency shall deposit to the <br />project account, or otherwise furnish to the Project, the <br />required local match for the grant funds requested. In no <br />case shall the local match directly or indirectly consist of <br />federal funds or state funds from any source nor may any of- <br />the funds paid to the Agency hereunder be used to match any <br />other federal or state funds. The amounts and sources of <br />the non - federal match are described in the Scope of Seniices <br />and Response to the Invitation for Bid. <br />10. Participant Input. The Agency shall, with the assistance of <br />the COG, develop a procedure for providing elderly service <br />recipients with an opportunity to assess and evaluate the <br />program. This assessment shall be performed on an annual <br />basis. <br />11. Agency's Personnel. agency represents that it has, or will <br />secure at its own expense, all personnel required in <br />performing the services under this Contract. Such personnel <br />shall not be employees of COG, nor shall such personnel have <br />been employees of COG during any time within the twelve- <br />month period immediately prior to the date of this Contract, <br />except with the express prior written consent of COG. <br />Further, Agency agrees that no one employed by COG now, or <br />within the twelve -month period immediately prior to the date <br />of this Contract, shall be involved in any way with the <br />performance of this Contract, without the express prior <br />written approval of COG. <br />12. A2Rroval of Subcontracts. None of the work of services to <br />be performed under this Contract by the Agency shall be <br />subcontracted without the prior written approval of COG. If <br />such subcontracting is authorized as herein provided, all <br />subcontract documents shall be submitted to COG for review <br />
