Box 8181, Hillsborough, North Carolina 27278 (hereinafter <br />County or the County), and Joel L. Williams, d /b /a Cardens Mobile <br />Home Park, 1306 Walnut Street, Cary, North Carolina 27511 <br />(hereinafter Cardens or Williams) <br />2-6 - --'I (0' WITNESSETH: <br />Fz- .A <br />WHEREAS, Williams is the owner and operator of Cardens; and <br />WHEREAS, Cardens is a mobile home park located along U.S. <br />Highway 70 east of Hillsborough in Orange County, North Carolina; <br />and <br />WHEREAS, the wastewater treatment facilities serving Cardens <br />are the subject of certain North Carolina NPDES Permit(s) and a <br />North Carolina Environmental Management Commission Special Order <br />By Consent, a copy of which is attached, labeled Exhibit A and <br />incorporated herein by reference (hereinafter Special Order), which <br />Special Order contains specific permit information and additional <br />history concerning the wastewater treatment facilities serving <br />Cardens; and <br />WHEREAS, the Special Order requires, among other things, that <br />the wastewater system outfall line be constructed and operated from <br />Cardens generally east along and with the N.C.D.O.T. right of way <br />of U.S. Highway 70 to a location on Stoney Creek; and -, <br />77. <br />
