A regular meeting of the Board of Commissioners of the <br />County of Orange, (the "Board ") a county of the State of North <br />Carolina, was duly held on August 6, 1990, proper notice of such <br />meeting having been given as required by North Carolina statutes, <br />and minutes of such meeting have been duly recorded in the Minute <br />Book kept by me in accordance with law for the purpose of <br />recording the minutes of the Board. <br />2. I have caused proper Notice of the Public Hearing <br />portion of such meeting to be published at least fourteen days` <br />prior to such meeting and to be delivered to the.Secretary of the <br />Department of Economic and Community Development at least three <br />working days prior to such meeting, each as required by <br />Department of Economic and Community Development Rule Section <br />1E- . 0204 . <br />3. 1 have compared the attached extract with the minutes <br />so recorded and the extract is a true copy of the minutes and of <br />the whole thereof insofar as the minutes relate to matters <br />referred to in such extract. <br />4.
