arrange for such additional services, facilities, equipment, <br />materials, and arrangements as may be required to achieve <br />common objectives. <br />2. Personnel and facilities of the County, the Service, and <br />the District shall be under the jurisdiction of their <br />respective employers; each retaining the right to establish <br />headquarters for its personnel at such places as it deems <br />most appropriate. <br />3. Personnel and facilities supplied with County funds <br />shall be under the administrative jurisdiction of the County <br />and technically responsible to the District Conservationist <br />of the Service. <br />4. Neither the County, the District, nor the Service be <br />bound by any obligation in this Memorandum or any Supplement <br />thereto, or other appropriate arrangements which will <br />involve the expenditure of funds in excess of that <br />authorized by law. <br />5. Any Supplemental Memorandum of Understanding or other <br />appropriate arrangements now in effect between the District <br />and the Service shall remain in full force and effect. <br />6. This Memorandum of Understanding will be effective <br />whenqq signed by the three parties involved. It may be <br />modified or terminated at any time by mutual consent of the <br />parties hereto; however, termination may not be effective <br />until the end of a fiscal year and must be by written notice <br />
