22 <br />Disaster /Emergency - Any hurricane, tornado, storm, flood, high <br />water, wind driven water, earthquake, volcanic eruption, <br />landslide, mudslide, snowstorm, drought, fire, explosion, or <br />other catastrophe in any part of the United States which, in <br />the determination of the President, caused damage of <br />sufficient severity and magnitude to warrant major disaster <br />assistance under P.L. 93 -288, above and beyond emergency <br />services by the Federal government, to supplement the efforts <br />and available resources of the State, local government, and <br />disaster relief organization in alleviating damage, loss, <br />hardship or suffering. <br />Department of Crime Control & Public Safety (CCPS) - The North <br />Carolina agency responsible for State Crime Control and <br />Disaster preparation and response. <br />Division of Emergency Management (DEM) - The North Carolina State <br />agency tasked with protecting the general public from the <br />effects of natural or manmade disasters. <br />Emergency Broadcast System (EBS) - EBS is made up of AM, FM, and <br />TV Broadcast Stations and non - governmental electronic <br />communications operating in a voluntary organized manner <br />during natural /manmade emergencies or disasters at national, <br />state, or local levels. This system keeps the public <br />informed. <br />Emergency Management Director (EMD) - The Emergency Response <br />person responsible to the Direction and Control Group for <br />coordinating the response activities of the combined <br />government, industry, and public forces at work in the <br />disaster. <br />Emergency Medical'Services (EMS) - Local medical response teams <br />consisting of first responders, ambulance providers, nurses, <br />and physicans which provide medical services during a <br />disaster. <br />Emergency Operating Center (EOC) - A protected site from which <br />civil government officials and emergency response personnel <br />exercise direction and control in an emergency. The <br />Emergency Communications Center (ECG) is normally an <br />essential part of the EOC. <br />Emergency Operations Plan (EOP) - A brief, clear, and concise <br />description of action to be taken or instruction to be given <br />to those concerned during a specific emergency. The plan <br />will state the method or scheme for coordinated action based <br />on predetermined assumptions, objectives, and capabilities. <br />Emergency Public Information (EPI) - Information disseminated <br />during an emergency to provide general information, direct <br />actions, instruct the public, and transmit general orders. <br />16 <br />
