X <br />III. CONCEPT OF OPERATION <br />A. General <br />1. As required by General Statutes 166A -2, it is the <br />responsibility of County government to protect life <br />and property from the effects of hazardous events. <br />2. The County Emergency Operating Center (EOC) will be <br />staffed and operated as the situation dictates. <br />3. The senior elected official or the designee of the <br />jurisdiction is responsible for evacuation and <br />shelter activation as necessary. <br />4. The primary Emergency Broadcast System (EBS) <br />Station is WQDR -FM radio located in Raleigh, North <br />Carolina. The Chairman of the County <br />Commissioners, or his representative, will be in <br />contact with WQDR -FM during times of emergency. <br />5.
