ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No.- DD,
ACTION AGENDA ITEM ABSTRACT
Meeting Date: August 6, 1990
SUBJECT: MULTI - HAZARD PLAN
DEPARTMENT:EMERGENCY MANAGEMENT PUBLIC HEARING: YES X NO
ATTACHMENT(S): INFORMATION CONTACT:
OFFICE, X501
TELEPHONE NUMBER:
Hillsborough - 732 -8181
Chapel Hill- 968 -4501
Mebane - 227 -2031
Durham - 688 -7331
PURPOSE: The Multi- Hazard Plan outlines the County's
operation in times of disaster. The plan includes County
Ordinances, Authorities, and responsibilities of the Chair
for the Board of Commissioners, the Manager's Office, and
certain Department Heads. The plan will include
functional annexes addressing those actions that are
common to any disaster or large emergency operation. The
plan is also an instructional tool for county training
programs. The plan must be reviewed and revised to insure
conformity to the county structure and to maintain it's
value as a working document.
BACKGROUND: Most counties have in place a plan known as the
Disaster Relief and Assistance Plan. Past disasters
across the state and nation have shown the need for an
improved plan. The North Carolina Division of Emergency
Management developed a prototype multi- hazard plan and
recommended that counties develop their respective plans
similarly. Multi- hazard plans have proven to be more
useful and provide excellent guidance in disasters.
Several meetings and conversations have been held with the
municipalities in the county and they are in agreement
with the concept and format of this plan. Two possible
avenues have been discussed to insure compatibility of all
jurisdictions:
1) Some municipalities may elect to adopt the county
plan in its entirety.
I
