I <br />.N <br />2 <br />t <br />The Planning Board approved the Concept Plan for Phase <br />II Harmony Acres with a Class B private road on <br />February 19, 1990. There were two conditions attached <br />to the approval: <br />1. All lots shall receive access from Melody Circle. <br />2. Documents shall be submitted and approved by the <br />County Attorney that will ensure maintenance of <br />the proposed recreation area. <br />Agency comments that are applicable have been <br />attached. Each lot has.a suitable sewage disposal <br />system site as determined by the Health Department. <br />The County Attorney recommends that the documents <br />prohibit further division of the lots in the <br />subdivision. This has been added as a condition in <br />the Resolution of Approval. <br />NCDOT has approved the Preliminary Plan recommending <br />the right -of -way along Harmony Church Road (SR 1341) <br />be dedicated. They also indicated a driveway permit <br />will be required for the entrance. <br />The Orange Soil and Water Conservation District have <br />indicated there are three types of soils on this <br />property, Georgeville, Herndon and Tatum. Georgeville <br />and Herndon soils are moderate for building sites and <br />septic tank absorption fields while Tatum is moderate <br />for building site development and severe for septic <br />tank absorption fields. <br />In their May 21 meeting, the Planning Board <br />recommended approval of the attached Resolution of <br />Approval adding item A4. The North Carolina <br />Department of Transportation recommended the right -of- <br />way along Harmony Church Road (SR 1341) be dedicated. <br />RECOMMENDATION: The Administration recommends approval per the <br />Planning Board recommendation. <br />
