The first phase will provide the capability of County <br />to complete its re- mapping project, in which the software and hardware <br />will run the digital data delivered by the mapping vendor, L. Robert <br />Kimball & Associates. It will also initiate GIS in several <br />participating jurisdictions in Chapel Hill Township. ESRI is the <br />leading.vendor for GIs in the world, and have proposed an advanced <br />workstation environment for the Orange system. The initial phases of <br />GISs will develop applications for Land Records, Assessment, Planning, <br />and E911. Later phases will include almost all of the County.offices <br />that deal with geographic information, as a part of the County's CIP. <br />Funding for the first installment of GIs hardware and software is <br />provided in the Information Networking Capital Project Ordinance <br />included elsewhere in the June 26 agenda. The 1990 -95 CIP adopted by <br />the Board in February, 1990 included $152,500 in 1989 -90 funding for <br />this capital project - $54,000 for the first of five annual mainframe <br />computer lease- purchase payments and $98,500 for GIS hardware and <br />software. since CIP adoption, it has become clear that additional <br />funds are needed for several items to maximize the efficiency and <br />utility of the first GIS workstation. These include LOGO software, PC <br />emulator software, and an upgraded -work station pen plotter that will <br />permit postponement of the purchase of the electrostatic pen plotter <br />until a later phase of the project. The additional cost of these items <br />is approximately $9,000 and will be funded by fees to be received from <br />municipalities for their participation in the GIS. <br />RECOMMENDATION(S): That the Commissioners approve the Agreement between <br />County and ESRI and authorize the Chair to sign the Agreement. <br />
