11 <br />NOTE: The Mixed `Paper Program described above is now on hold due <br />to market conditions. The plan is to be implemented as described <br />when the market improves. We wish to retain this program lip it is <br />the potential for reducing the waste stream by recycling <br />large. <br />Compost Demonstration Project at Schools and Other Public Sites: <br />to <br />This program will use a variety of large bins nd nc s r will <br />demonstrate various composting techniques and approaches. <br />be conducted at schools and in neighborhoods where thers <br />sufficient interest and space. Periodic workshops and publicity <br />events will be conducted at these various sites .......... $ 1 <br />Semi-annual newsletter for publicity on waste reduction and <br />recycling to go to all county residents. <br />Recognizing the increasing demand for information about solid waste <br />managment (we now average at least ten calls daily for basic <br />information), we have determined that a county -wide bi annual <br />newsletter will be an effective information mechanism for the <br />public ........................ .......................$2].,200 <br />Plastic bottles and tin -- coated steel cans will be added to the drop <br />off sites. (This addition to the above budget was recommended <br />budget by the Landfill Owner's Group) These make up 5.5% by weight <br />of the part of the residential waste stream presently not recycled <br />in Orange County. There is a soft but reliable market for both of <br />these types of materials. Providing containers for these materials <br />at all recycling drop off sites would enable more recycling. This <br />additional service would divert 200 tons of additional materials <br />at a 10% County -wide recycling rate. This service would be <br />provided on a contract basis by a private hauler servicing the drop <br />off sites. <br />SUMMARY: Plastic bottle and tin can recycling at drop -off sites <br />COST: $15,000 <br />REVENUES: $0 <br />The recommended recycling budget for FY 90 -91 is $482,145 <br />Summary of Collection Methods The drop -off and commercial programs <br />will continue to use a mix of in -house and contractual labor. <br />Curbside is contracted. Newspaper and cardboard are picked up and <br />sold directly by the Town to Paper Stock Dealers. A contractor <br />will truck Town - collected mixed paper from a trailer located at a <br />site at the landfill to the Celotex Shingle Mill in Goldoro. <br />Collection and marketing for commercial glass recycling, glass and <br />aluminum from the drop -off sites, and the apartment house program <br />will be contracted to private firms. The recycling program will <br />continue to provide publicity, outreach, and management for all <br />these programs with contractor support. <br />
