} <br />JUNE 13, 1990 <br />The Orange <br />a.m. in the Food <br />for the purpose <br />County Board of Commissioners met on June 13, 1990 at 9:00 <br />Lab of the Planning and Agriculture Building in Hillsborough <br />of holding a budget work session. <br />BOARD MEMBERS PRESENT: Chairman Moses Carey, Jr., and Commissioners <br />Shirley E. Marshall, John Hartwell and Stephen Halkiotis. BOARD MEMBER <br />ABSENT: Don Willhoit <br />STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Albert Kittrell and Ellen Liston, Clerk to the Board Beverly A. <br />Blythe, Finance Director Ken Chavious, Director of Community and Housing <br />Development Tara Fikes, Budget Administrator Rod Visser and Budget /Management <br />Analyst Donna Wagner. <br />The health insurance for County employees was discussed. John Link <br />explained that health costs will be shared by the County and the employee <br />with the County paying 63% of the cost. <br />Discussion ensued about United Way and what they are requesting. <br />Commissioner Marshall asked that John Link put together an overall report on <br />their request and the relationship with HRC, HSAC and the PPP. She feels <br />that HSAC should be the lead agency. Responsibilities need to be defined for <br />each group for overall effectiveness. <br />- Commissioner Halkiotis asked about employee development and stated his <br />concern about too much training. He asked that John Link be sensitive to the <br />employees workload in scheduling training sessions. <br />Rod Visser explained the projects that would be funded out of the County <br />Capital reserve fund. <br />Albert Kittrell stated that it is hoped that the 24 -hour Courthouse <br />project would be completed by September 30. Commissioner Hartwell stated <br />that a lot of time needs to be devoted to getting the County Departments <br />trained so that Data Processing will not have the full support of this <br />project. <br />John Link indicated the Management Analyst position will be filled this <br />year with an MPA intern. A decision needs to be made about the support that <br />is actually needed from the Manager's Office for youth coordination. <br />The Board discussed the mark --up list and considered the following: Home <br />Health Agency - $ 2,000 <br />OCIM + $ 1,500 <br />Chapel Hill and Carrboro - $16,200 <br />Recreation and Parks <br />Orange County Recreation <br />and Parks <br />Arts Commission <br />Orange Community Housing <br />+ $ 4,400 <br />+ $ 1,250 <br />$ $10,000 (from 1989 -90 <br />budget) <br />
