2 <br />VOTE: 5 in favor. <br />4 opposed (Hamilton, Reid, Cantrell, Boland) - <br />all felt this is a unique problem that could be <br />allowed in order to provide affordable housing. <br />Lewis stated that he felt innovative ways must be <br />found to allow affordable housing in general for <br />others as well as groups such as Habitat for <br />Humanity. <br />Burklin expressed concern with setting a <br />precedent of special treatment for a specific <br />group. However, he does support the efforts of <br />Habitat. He also indicated that he takes very <br />seriously the Planning Staff's concerns of <br />looking for ways that will not put a future <br />burden on the community that will be developed. <br />He asked that Habitat continue to pursue possible <br />agreements that would allow for road paving. <br />Eidenier stated that this is the Planning Board's <br />recommendation to the Board of Commissioners. <br />She noted that Habitat would also be making its <br />presentation at the Board of Commissioners <br />meeting. She continued that the Planning Board's <br />concern is for maintenance of the private road <br />and future generations. She continued commending <br />Habitat for its efforts to provide affordable <br />housing in Orange County and encouraged them to <br />pursue community block development grants <br />as another means to help solve such problems. <br />The number of supporters attending the meeting <br />for Habitat was 34. <br />(2) Bratcher Riley - Partial Width ROW <br />Presentation by Jane Garrett. <br />On April 26, 1990, Planning Staff approved a <br />Minor Subdivision Concept Plan for Bratcher Riley <br />property. The subdivision is located north of <br />East Lebanon Road (SR 1306), approximately 150 <br />feet (.03 mile) west of Blacksmith Road (SR 1391) <br />and approximately 2400 feet (.45 mile) east of <br />Brookhollow Road (SR 1338). <br />The total lot size is 3.73 acres. The applicant <br />proposes to divide the property into two (2) <br />lots. An existing private road (30 foot <br />right -of --way) approximately 1380 feet in length <br />provides access to the lots. The required road <br />classification is Class B. <br />
