The <br />attached letter of April 4 to Verla Insko, Chair of <br />the OWASA Board of Directors, communicated the Board's <br />request. This proposal was included as one of the <br />thirteen points recommended by the Intergovernmental <br />Work Group, later adopted as a part of the Watershed <br />Protection Strategies by the County Planning Board, <br />County Administration and.the Board of County <br />Commissioners. <br />RECOMMENDATION: Commissioner Willhoit suggests that the Board consider <br />further articulation of the request to OWASA to <br />include: <br />(1) Specificity of the amount and purpose of land <br />acquisition; namely, one - percent surcharge on the <br />
