D L n R � 7 26 <br />The strategies can perhaps best be described as <br />trying to strike a "balance" between competing <br />interests in private property ownership and the <br />preservation of natural resources. The five <br />development options attempt to address concerns of <br />flexibility, environmentally - sensitive design, and <br />clustering of development with open space set - <br />asides. <br />The Committee feels strongly that the most equitable <br />and ultimately the most effective way to achieve the <br />aforementioned balance is through an incentive <br />package - rather than a set of restrictions that <br />have more negative connotations. The strategies <br />represent tradeoffs in certain areas while trying to <br />be practical and pragmatic. At the same time, the <br />strategies do not compromise the goals and <br />objectives of the Rural Buffer as set out in the <br />Joint Planning Area Land Use Plan. The Committee <br />feels that the tradeoffs and compromises that have <br />occurred in the consensus- building process have been <br />healthy and are worthwhile tradeoffs in the overall <br />picture. <br />The strategies developed by the Committee do have <br />implications for the Joint Planning Area Land Use <br />Plan and will necessitate some amendment to the JPA <br />Plan and the Joint Planning Agreement. <br />The RCSC will present the proposals in final form at <br />the Planning Board's June 18 meeting prior to the <br />public hearing. <br />The Planning Staff recommends that the proposed <br />strategy and plan amendments be recommended to the <br />county Commissioners for public hearing on June 27, <br />1994. <br />Burklin noted that the Committee intends to have <br />guidelines for the remainder of the County <br />by the end of the summer. <br />Stancil informed the Board that a request has been <br />received for an amendment to the JPA Land Use Plan. <br />The applicant, Mel Perry, is the Executor of the <br />John S. Freeland Estate, which contains a 3.78 -acre <br />tract on NC 86 north of Chapel Hill. This tract is <br />currently used for a manufactured home park and is <br />permitted at nine units. It is located adjacent to <br />commercial uses in the Blackwood Station node. <br />Specifically, Mr. Perry proposes to extend the <br />Neighborhood Activity Node at Blackwood Station to <br />r <br />
