Land Use Plan, shown below as LUP -4 -90. <br />JOINT PLANNING AREA LAND USE P <br />The proposed amendment to the Orange County - Chapel Hill - <br />Carrboro Joint Planning Area Land Use Plan is as follows: <br />1. LUP -4 -90 Conceptual Guidelines for the Rural Buffer <br />As stated in the previous section, the Rural Character - <br />Study Committee's recommended strategy f the <br />the Conce lotual Guidelines for the Rural Buffer - requires <br />certain accompanying amendments to the Joint Planning Area <br />Land Use Plan. The amendments are necessary to make the plan <br />consistent with the recommended strategy. <br />The amendmentsosed amendments all withsonelofs the <br />Plan. The prop the <br />following issues: <br />1) The extension of water and sewer services into a <br />predefined corridor of the Rural Buffer for.planned <br />"Rural Villages <br />2) Development standards for lots in the Rural Buffer. <br />Currently, a minimum lot size of two acres is <br />required. The proposed standards would retain that <br />standard as one of five permitted development <br />options, adding others that provide for expedited <br />review and environmentally - sensitive site design <br />through clustered or planned developments. <br />3) The creation of "Rural Villages. ", including a small - <br />scale commercial center designed to serve the <br />village only. <br />The proposed amendments would make the Joint Planning Area <br />Land Use Plan consistent with the strategy planned in the <br />Conceptual Guidelines far the Rural Buffer. No changes to the <br />Land Use Plan Map will be required. <br />JOINT PLANNING AGREEMENT <br />The proposed amendment to the Orange County - Chapel Hill - <br />Carrboro Joint Planning Agreement would amend Article I, <br />section 1.2 (g), Definition of the Rural Buffer, to add <br />language which refers to the creation of five permitted <br />development options with a range of lot sizes and open space <br />set - asides. Language would also be added to qualify the <br />prohibition on public water and sewer service extension to <br />allow an exception for extensions into a predefined service <br />corridor only for the development of planned. "Rural <br />Villages ". <br />4 <br />
