NOTICE OF PUBLIC HEARING <br />ON <br />PROPOSED REVISIONS TO THE <br />ORANGE COUNTY /CHAPEL HILL /CARRBORO <br />JOINT PLANNING LAND USE PLAN <br />AND JOINT PLANNING AGREEMENT <br />Pursuant to the requirements of the General Statutes of <br />North Carolina, Chapter 153A, Sections 240, 323 and 343; <br />Article 20, Sections 20.5 and 20.6, and Articles 2.2.12 and <br />2.2.13 of the Orange County Zoning Ordinance; and Article <br />2, Section 2.4 of a Joint Planning Agreement between Orange <br />County and the Towns of Chapel Hill and Carrboro; notice is <br />hereby given that a public hearing will be held at Phillips <br />Junior High School on Estes Drive in Chapel Hill, N.C. on <br />June 27, 1990 at 7:30 p.m. for the purpose of giving all <br />interested citizens an opportunity to speak for or against <br />the following items: <br />STRATEGY - CONCEPTUAL GUIDELINES FOR THE RURAL BUFFER <br />The Rural Character Study Committee, a group of 16 <br />Orange County citizens, has been charged with developing <br />a strategy for the preservation of the Rural.Character of <br />Orange County. The Committee's objectives in this effort were <br />to develop strategies for the County, with a primary <br />focus on a program for the Rural Buffer portion of the <br />County. The Committee's objectives in this study are the <br />preservation of agriculture, the protection of natural <br />and visual resources, and the management of growth. <br />The Committee has met with a number of rural residents and <br />civic groups in drafting and adopting a document entitled <br />Conceptual Guidelines for the Rural Buffer. The Conceptual <br />Guidelines represent a policy guide for land use development <br />patterns in the Rural Buffer. <br />The Guidelines attempt to address the objectives of the study <br />by recommending five development options that help preserve <br />agriculture, protect natural and visual resources, and serve <br />as a growth management tool. At the same time, the Guidelines <br />seek to recognize decades of land stewardship by rural <br />residents as well as the private property rights of <br />individual landowners. <br />The Conceptual Guidelines have been presented to Rural Buffer <br />residents, and they are presented at this public hearing for <br />general comment. The Guidelines in themselves do not require <br />any official action, since they are a conceptual statement of <br />recommended policies. <br />To be implemented, the Conceptual Guidelines for the Rural <br />Buffer require certain amendments to the Joint Plannincr Area <br />3 <br />
