I <br />- 21. <br />indicated that this has always been a peaceful place to live. and I -40 has not changed _ <br />the character of this area -to any great extent. He also mentioned that the upcoming <br />elementary school needs special consideration to be given to road safety in that <br />vicinity. <br />MARY ELLEN PRIESTLY stated that she and her husband purchased thirty -two acres of <br />forest land in 1972 that is just north of the zoned land. I -40 cut the land in two so <br />that they have 12 1/2 acres that joins the proposed rezoning and'14 acres further away. <br />She stated that they have become forest managers. They want to preserve the <br />environment. She stated that planning and zoning was the only way to take care of that. <br />Decisions must be made based upon what is the most good for the most people. She <br />indicated that she and her husband are very much opposed -this rezoning request. She <br />also addressed the statement that Envirotek has made that property values have plummeted <br />along 1 -40 between Chapel Hill and Hillsborough and that this area is not a good place <br />for human habitation. She indicated that she went to the County Appraiser in the County <br />Assessors office to ask about residential property along I -40 between Chapel Hill and <br />Hillsborough. The Appraiser indicated that property- values have gone up from 1984 to <br />1988. She requested that the Commissioners deny this rezoning request. <br />LYDIA fiERNODLE spoke in opposition to this rezoning request. <br />-,=__ TRAWICK HARD spoke in opposition to this rezoning request. He mentioned that he <br />heard more noise from Old 86 than he did from I -40. He stated that I -40 runs through a <br />virtual tunnel at the intersection of New Hope Road. There is a granite embankment <br />which is 75 to 100 feet high on either side and adjacent to that tunnel a mature <br />hardwood forest extends entirely down the periphery of the property being considered <br />tonight. The noise issue is actually not a problem. He stated that he, his wife and <br />children built their home with their own hands and strongly opposes chanting the <br />character of the area. . <br />JAMES SWENBERG, spoke in opposition to this rezoning request. He suggested that <br />Nello Teer attempt to sell the property to see if he could get market value for it. If <br />he is unsuccessful people might be interested in listening to him discuss the financial <br />burden that is being place upon him by his inability to use this land as he originally <br />intended. The New Hope Church interchange is the only non - commercial interchange in the <br />county and he hopes that preserving the rural character -in the county would be a <br />priority here tonight. He stated that if rezoning takes place it Vill add ammunition to <br />the fire for getting that interchange rezoned commercial. <br />LESLIE MACHOWIC spoke in opposition to the rezoning request. <br />MS. LEIGH PEEK spoke in opposition to this rezoning request. She also indicated <br />that the Fildwood Home Owners association will be meetin; next week and she expects them <br />to pass a resolution on this subject. She read the resolution into the record a copy of <br />which is incorporated herein by reference. The resolution may be found in the permanent <br />agenda file in the Clerk's office. She mentioned that her figures indicate ;cello Teer <br />has invested approximately 5500,000 in this property and at 53,000 an acre, which is the <br />fair market value, they could make 5800,000. - <br />DAN COLLINS spoke in favor of this rezoning request. He indicated that he felt <br />that property owners should be allowed to decide how to use their land. He also agreed <br />with Mr. Phears that there is very little use for this land other than to develop it in <br />the manner sM,'6ested by Sello Teer. <br />
