Smith <br />Mapping Supervisor <br />Authority <br />Carolina at Chapel Hill <br />Subject: Cost & Fee Policy for GIS <br />Orange County proposes, for your consideration, a cost <br />and fee policy for the implementation of GIS in our respective <br />offices. There are four basic issues of cost and fees: the <br />cost and fee of the County providing the digital data base <br />for a GIS workstation, comprising 40 layers of data; the <br />cost and fee of the County providing parcel data from its main- <br />frame Land Records System; the cost and fee of the County <br />providing maintenance of the system, comprising updates, application <br />support, coordination with the vendor, and plotting on the <br />Electrostatic Printer; and, the cost and fee of GIS products for sale <br />to clients or citizens. This memo will concentrate on the first <br />three issues, because they will affect budget figures, and the <br />last issue will probably need several meetings and counter - proposals. <br />Provision of a digital data base: The County proposes a per -tile <br />fee for providing a digital data base for Chapel Hill Township. A <br />tile is a geographic section or area based on the state plane <br />coordinate system, and represented by the County's orthophoto sheets. <br />A tile can be a 100 scale tile, a 200 scale tile, or a 400 scale <br />tile, representing the scale size of the ortho sheets. The GIS soft- <br />ware maintains tiles in its library program. Chapel Hill Township <br />is comprised of 250 tiles at 100 and 200 scale. The cost of those <br />tiles by our digital mapping vendor is an average of $656 per tile. <br />We propose to provide you with any tile you wish to obtain at $219 <br />per tile, a 1/3 cost of the tile. We call this a "fair- share" cost, <br />that would be paid on a one -time basis. Tile purchases above $10,000 <br />may be financed with the County over several years. Those purchasing <br />all the tiles may finance the payment over a 3 year period. <br />Provision of parcel data from the County Mainframe: The County <br />proposes a data - sharing policy between itself and your jurisdiction. <br />208 South Cameron Street 0 P.
