The agreements will establish:a "fair- share" cost <br />plan for purchasing the County's mapping data provided by the re- mapping <br />project; a data sharing plan for developing the GIS data base; a support <br />system to maintain the growth of data, and the development of system <br />applications; and, a plan to use GIS for raising revenue. <br />BACKGROUND: Orange County is implementing GIS with the participation of other <br />public agencies and jurisdictions, including Chapel Hill, Carrboro, OWASA, <br />and UNC's facilities and planning division. Participation produces significant <br />cost savings for all through discounts and the mutal sharing of data captured <br />by the participants. GIS is a hardware and software system that will provide <br />"intelligent" mapping for all participants. It will provide significant support <br />for decision making based on accurate land data. The County will act as agents <br />for the participants, purchasing hardware and software, maintaining the base <br />property and planametric data, providing support for developing applications, <br />and trouble- shooting when a participant has problems with their system. <br />Data sharing will involve law enforcement, rescue, fire, planning, engineering, <br />utilities, transportation, and elections. <br />The first Agreement, submitted at this time, is,with the Town of Chapel <br />Hill, but the Agreement will be the same for each subsequent participant who <br />wishes to begin on the system. <br />RECOMMENDATION(S): that the Orange County Board of Commissioners approve the <br />signing of the Agreement, and each subsequent requested Agreement, by the <br />Chair, for the participation in a cooperative GIS capability for public <br />agencies and jurisdictions. <br />
