He noted that smaller phases as suggested <br />by the Planning Staff would be very costly and <br />create a very negative impact on the project <br />due to re- paving with funds that could be used <br />for housing. Another reason for not providing <br />more phases would be to avoid the possibility of <br />non - compliance occurring again, creating a loss <br />of time for the construction of homes. <br />Woods continued, noting that the Planning Board <br />consists of volunteers and, with no set <br />guidelines for what is a major /minor change, the <br />Board could decide for itself and not simply rely <br />on opinions of the Planning Staff. He noted that <br />to address the concern with the inability of the <br />families to,participate in a Private Road <br />Maintenance Agreement, Habitat could handle that <br />and put into place a fund for perpetual <br />maintenance of the road at no cost to any of the <br />homeowners. Maintenance cost would probably be <br />$20,000 as opposed to the $130,000 needed to <br />provide a paved road. He continued that while a <br />gravel road is an impervious surface, it is not <br />as impervious as a paved road. <br />Dave Nichols, also representing Habitat, <br />referenced the comments that Community Block <br />Grants could be used for road paving purposes and <br />a system for building roads. He indicated this <br />would be acceptable to Habitat for Humanity. <br />He added that there were discussions about <br />that among county officials when the second phase <br />of the plan expired. The desire of Habitat is <br />that the Plann:�g Board make a decision so that <br />they may proceed with the project of provjding <br />affordable housing. <br />Runyon Woods spoke again presenting the original <br />map provided by Habitat indicating the asphalt <br />roads and crusher run. He continued that the <br />Planning Board could pass the whole "nasty <br />problem on the County Commissioners" who are <br />elected to make a decision. Eidenier responded <br />that the Planning Board takes its recommendations <br />to the County Commissioners very serviously. <br />John Eckblad, President of Orange County Habitat, <br />spoke underlining the need for amended phasing so <br />that they could move ahead and do what they do <br />best; use the funds for building high - quality <br />houses with very low cost providing affordable <br />housing for as many families <br />as possible. <br />
