DG3pff q <br />The Concept Plan for this subdivision was <br />approved by the Planning -Board on February 19, <br />1990 with a Class B private road. The plan was <br />titled Property of Beverly Blythe and approved <br />with one condition: <br />1. Restrictive Covenants shall be submitted <br />which prohibit further subdivision. <br />All agency comments that have been received are <br />attached. The Health Department has approved <br />sites on each lot for sewage disposal systems. <br />The County Attorney has reviewed and approved the <br />Road Maintenance Agreement. It is recommended <br />that the restrictive covenants restrict access to <br />the lots in the subdivision to the private road. <br />This has been added as a condition in the <br />Resolution of Approval. <br />NCDOT has approved the preliminary plan and has <br />indicated a driveway permit will be required. <br />The Orange Soil and Water Conservation District <br />indicates the site contains Georgeville soil. <br />This soil has slight limitations for building <br />site development and moderate limitations for <br />septic tank absorption fields. <br />The Planning Staff recommends that the <br />preliminary plan for North Trails be approved <br />through the attached Resolution of Approval. <br />b. Other Plats <br />(1) Chestnut Oaks - Amended Phasing Plan <br />Chair Eidenier briefly explained the situation <br />involving Chestnut Oaks and Habitat for Humanity <br />and the time lapse. The question the Board is to <br />consider is whether or not to consider this <br />situation under the original preliminary plan or <br />the new plan proposed by Habitat and whether <br />there is a significant difference. <br />Emily Crudup made the presentation. <br />The preliminary plan for Chestnut Oaks submitted <br />by Orange County Habitat for Humanity was <br />approved by the Board of Commissioners on <br />
