12 <br />STAFF EVALUATION OF PRIVATE ROAD JUSTIFICATION <br />SUBDIVISION: Chestnut Oaks - Revised Phasing Plan <br />DATE: May 7, 1990 <br />The standards contained in the Subdivision Regulations <br />pertaining to public and private roads are listed below. The <br />Planning Staff comment regarding each is provided in italics. <br />Although the Staff's evaluation of the applicant's <br />justification is provided, a new preliminary plan must be <br />submitted for the road to be changed from public to private. <br />IV- B- 3 -d -1. Roads - Public roads are generally required in <br />all subdivisions and will be required where it <br />is found that: <br />1. The subdivision roads, if constructed to <br />State standards, would be accepted by the <br />State for maintenance due to density or <br />other State requirement; or <br />(A subdivision road must provide ingress and <br />egress for at least 2 occupied residences <br />per 1 /10 of a mile [528 ft.] before it may be <br />accepted by the State for maintenance. The <br />cul -de -sac, Habitat Circle, must access a <br />minimum of four houses to qualify for State <br />maintenance, if the road is built to State <br />standards. When a total of 15 lots which <br />access Gemena Road are developed, the <br />minimum required density for that road will <br />be met. Currently 7 lots are developed which <br />have access to Gemena Road.) <br />2. The subdivision streets extend existing <br />streets which are public; or <br />(The subdivision road extends an existing <br />street.which was offered for public <br />dedication in 1988, when the final plat for <br />Phase 2 was recorded. The road will not <br />become "public" until the right -of -way is <br />formally accepted by the State or by the <br />County for public use.) <br />
